Creating a Women-Led Autonomous Region

All persons born or living in the former United States of America and residing in the territories governed by the Provisional Government of the Vesey Republic (PGVR) shall have the right to claim citizenship in the republic. Citizenship will be an affirmative and voluntary act.

Within the jurisdiction of the Vesey Republic a minimum of twenty-five percent of the republic's total population shall reside in an established Women-Led Autonomous Region [WLAR]. A minimum of eighty percent of the autonomous region's population shall consist of women.  

Seventy percent of the Women-Led Autonomous Region's elected national parliament members, regional legislative, executive, and judiciary officials shall be women. 

Subject to the certification of The Vesey Republic's national Estates Parliament, a Provisional Elections Commission [PEC] shall recommend the boundaries designating a Women-Led Autonomous Region [WLAR]. The PEC shall consist of no less than 47% of women and men commissioners. Individuals registering in any other gender category than men or women shall comprise the remaining 6% of the participating commissioners.

Following the designation of a WLAR, the Provisional Elections Commission will establish an interim timeframe and regulations governing population transfers in and out of the WLAR before a final certification of the provisional census is determined. The initial certification and population transfer process should not exceed six calendar months.
To ensure that a seventy percent threshold of women elected leaders is met and maintained, the Provisional Elections Commission [PEC] will establish a formula that weights each woman's individual vote. The goal of weighting women's votes is to establish in the aggregate that seventy-five percent of the total eligible registered votes will be cast by women.

The formula of weighting women's individual votes assumes the designated Women-Led Autonomous Region will not initially represent a ratio of seventy-five percent women to twenty-five percent men voters.

Regional Autonomy is broadly defined as the right to self-governance in all executive, legal, and legislative domains not contravening national law in the areas of defense, foreign policy, international treaties, the printing of currency and other areas to be determined by the national Estates Parliament. 

The right to regional autonomy and self-governance shall be codified in the Vesey Republic's constitution. It shall be stipulated that after a period of three years of the Vesey Republic's creation, the Women-Led Autonomous Region shall have the right to exercise self-determination. The right to self-determination shall include of the right of the Women-Led Autonomous Region to secede from the Vesey Republic by a simple majority vote in a national referendum.
