4th Wave Black Nationalism - Redefining the Black Belt Nation Theory

As 4th Wave territorial Black Nationalists, NBN is committed to creating a sovereign Black nation-state and Black majority-led polities. NBN's path to liberation embraces our tradition of identifying land bases to accommodate a new nation, political and military strategies to launch independent republics and settlements.  

NBN's reference to 4th Wave Black Nationalism refers to revisiting the theory of a Black Belt nation in the South formulated by the 2nd Wave African Blood Brotherhood and 3rd International Communist theoreticians in 1928. The geographic dispersal of the Black population in the past century requires Black Nationalists to revisit where and how a Black nation-state and other majority Black-led polities can be created. 

New Black Nationalists uphold the Black Belt Nation theory's central premise that a distinct Black nation was formed as the majority population in the five states of Louisiana, Mississippi, Georgia, Alabama and South Carolina. But the struggle to create a Black homeland cannot and should not be restricted to the Black Belt South. In the period ahead, the Black Commons should seize any opportunity possible to create and expand independent Black majority polities that include city-states, autonomous regions or protectorates of larger sovereign states.          

The Black Commons are 13% of the U.S. population. Half the Black population living in the South are spread across eight states from North Carolina to Texas. The other half of the Black population is geographically dispersed across three other regions of the country: the Mid-Atlantic Seaboard cities between Washington, D.C. and New York City, and large urban areas in the upper Midwest and California.

​New Black Nationalists argue that the concept of self-determination needs to be expanded geographically beyond the Black Belt South and embrace other forms of majority-Black-led polities. We assert creating independent city-states in majority Black cities like Detroit and Baltimore are possible if the Black Commons gained control of these areas during a collapse of American Empire or the outbreak of civil war. This is a cardinal question when considering political and armed struggle strategies to create a nation-state and independent Black polities.

There is no playbook, no precedent, no crystal ball to predict the chaos that the collapse, breakup, and dissolution of American Empire will bring.  Should civil war come, it will not be two armies lining up to give battle from fixed positions. Mobile militias, armed crack squads, national guard and U.S. Armed Forces units fracturing along political and racial lines will generate mass chaos. In the next civil war disinformation, social media, cyberwarfare, artificial intelligence, and drone technologies will be decisive components of the integrated battlefield. 

In the din of the coming existential crisis the Black Commons, along with its allies will likely have multiple opportunities to take control of ungoverned spaces. At the same time, we should also have demands for the creation of Black polities that leverage the Black Commons demographic advantages and put territories on the table for negotiations. In that light, New Black Nationalists propose a new self-determination model for the creation of majority led Black polities.         
  

NBN proposes the following reconfiguration of self-determination models for national, Black-led polities.  

--- The creation of a majority Black-led nation-state in Louisiana and Mississippi that would include the cities of                 Baton Rouge, New Orleans, LA., and Jackson, MS. The national territory would be comprised roughly of the land             mass of the short-lived Spanish Republic of West Florida that was illegally occupied and annexed by the United             States in 1810. 

--- The establishment of a majority Black-led autonomous region as part of an independent breakaway republic of             California (Calexit).

--- The creation of independent Black majority-led city-states in Baltimore and Detroit with Michigan becoming a             possible protectorate of Canada.  

--- The creation of an independent majority Black-led nation state in Alaska, hewn from federally owned lands. The          federal government owns 60.9% of Alaska's land, which is equivalent to 222.7 million acres or two times the size of      California. The state of Alaska currently owns 28% of the land equal to 105 million acres. Alaska Native Villages and      Corporations own 11% of the land, which is equivalent to 44 million acres.  

​These recommendations are by no means exhaustive, nor do they write off the Black Commons anywhere. With the exception of Alaska which would be a raw startup, we are trying to identify land bases and areas that have majority or substantial Black populations, sustainable economic platforms, international shipping and port facilities, close proximity to international borders and are militarily easier to defend from hostile actors.  

We are mindful of the fact that new Black states cannot simply operate independently as an island when we are surrounded by other states with stronger economies and militaries. This is a point we emphasized in our Nuclear Weapons and Strategic Deterrence Policy. 

There are also what seem like simple economic challenges that countries like Cuba and Iran confronted that we should learn from. American Empire attempted to economically isolate them with international trade sanctions and prohibited their use of the international financial transactions on the SWIFT (Society for Worldwide Interbank Financial Telecommunication) system. 

A new Black nation-state will likely confront these same challenges even if American Empire's partially or totally collapses.  More than likely, a new Black nation-state or independent city-state will need to enter into an economic and military alliances with larger countries. Some of our choices, like Alaska reflect these realities.
